  • Half of the members to sit and listen to a word-for-word reading of the bill.
  • Every member of Congress who wants to vote yes on a bill must sign an affidavit, under penalty of perjury, swearing that they have read every word.
  • Legislation must include both the old and new text for any amended provision. That way, no one can sneak-in any “funny business.”
  • Congress must post bills online for seven days prior to a vote so that citizens, like YOU – or experts you trust, like Agenda Setters – can review it and respond.
  • Courts will be prohibited from enforcing any bill passed in violation of these requirements.

The Read the Bills Act will create positive incentives.

  • Bills will tend to become shorter so that politicians can endure reading them.
  • Shorter bills will tend to be more humble bills.
  • Reading and the waiting period will foster deliberation and debate.
  • The “rubber stamp” growth of government will end.
