Rand Paul is sounding the alarm over a bipartisan maneuver to quietly cluster $5 billion in new refugee spending into a massive must-pass bill.
This refugee program spending isn’t a single bill. It’s part of a 1,059 “minibus” package.
Pause: Flashback to December. Remember the Minnesota fraud story? Now you’re going to ask me, “Are you trying to say that those refugee programs are clustered in a bipartisan spending bill?”
Yes! But don’t trust me on that. Senator Rand Paul tweeted it.

OSTA would prohibit Congress from clustering unrelated proposals into a single bill. They wouldn’t be able to use government funding deadlines to hide billions in spending.
On top of that, Congressmen would be able to listen to their consciences without worrying about how their “no” vote would affect the whole package.
Even better, because OSTA is a law instead of a mere rule, it has “teeth.” If Congress violates it, courts will prohibit any enforcement of the stuff Congress tried to sneak through.
